CAAT Pension Plan
Derek is a tireless advocate for shared-risk, multi-employer defined benefit (DB) pension plans.
During the past few years, the CAAT Plan has been open and ready for growth in membership where it is mutually beneficial and recently created a second plan design called, DBplus.
DBplus makes a lifetime pension more accessible to a broader group of employers and employees, including workplaces in the private and not-for-profit sectors. The best news for prospective employers and members is that pension risks are fully pooled across 46,000 members and 42 employers currently participating in the CAAT Plan.
The Plan is in discussions with various employers from the public and private sectors interested in joining CAAT. Notable new employers are the Youth Services Bureau (YSB) of Ottawa and the Royal Ontario Museum (ROM). Both have merged their single-employer DB plans with the CAAT Plan. In its valuation as at January 1, 2018, the CAAT Plan is 118% funded on a going-concern basis with a funding reserve of $2.3 billion. The CAAT Plan has assets of $10.8 billion and its well-diversified investment portfolio has earned a 5-year average annual rate of return of 11.4%, net of investment management fees. Derek has an undergraduate degree in mathematics from the University of Waterloo, and is an Associate of the Society of Actuaries. He is Co-Chair of the Canadian Public Pension Leadership Council (CPPLC) and a member on the ACPM (Association of Canadian Pension Management) Board of Directors.

Catherine Thrasher is Vice President, Strategic Client Solutions for CIBC Mellon, and Managing Director for BNY Mellon Global Risk Solutions. Catherine is responsible for overseeing the operating model and multi-product solutions, across CIBC Mellon and BNY Mellon, that address the data needs of our clients. She is also responsible for overseeing performance and risk analytics services and operations in Canada. Catherine has 20 years of investment industry experience, all in performance and risk. Catherine has been with BNY Mellon Global Risk Solutions (GRS) and its predecessor companies since 1998. Catherine is one of Canada’s foremost performance and risk monitoring professionals, frequently called on to speak at industry conferences on a variety of performance and risk measurement topics. She also sits on numerous management committees of BNY Mellon Global Risk Solutions’ international practice. Catherine earned her Certificate in Investment Performance Measurement (CIPM) designation and the Financial Risk Manager (FRM) designation, and she holds a Bachelor of Mathematics degree from the University of Waterloo.

Neil Duffy joined Great-West Life in 2016 as the Vice President of Group Retirement Products and Pension Risk Transfer. He is responsible for all pricing and product changes for the GCAP business in Canada as well as the Pension Risk Transfer business which includes Buy Outs, Buy Ins and Longevity Insurance. Prior to Great-West Life, Neil spent 24 years at Manulife in their Canadian Division and has experience in Pricing, Valuation and Risk Management. Neil graduated from the University of Waterloo with a Bachelors of Math, Actuarial Science degree. Neil is also an active volunteer with the Canadian Institute of Actuaries (CIA), currently serving on the Member Services Council.

TD Asset Management Inc.
Michael Augustine joined TD Asset Management Inc. (TDAM) in 2012 taking on the lead fixed income portfolio management role for TDAM's Liability Driven Investment solutions and initiatives. Michael has 25 years of fixed income portfolio management and actuarial experience primarily focused on asset-liability matching and total return strategies at major Canadian life insurance companies. Michael was a faculty member of the University of Toronto, lecturing on the Mathematics of Investment and Credit. He has a B.Sc., Honours, Actuarial Science, from the University of Western Ontario, is a CFA charterholder, a Fellow of the Canadian Institute of Actuaries, and a Fellow of the Society of Actuaries.
